Ly’s winning oil painting is called “Vernon Conrad: The Garden of the Old Man” and portrays the late farmer Vernon Conrad who served as a Fresno County Supervisor. Conrad later planted a garden with the help of his daughter. The back left of the painting features the infamous “R” for Reedley.
